K-0146 - Homeland Security Exercise and Evaluation Program (virtual)

Course Description
This is an intermediate-level course designed to provide a set of guiding principles, standardized methodology, available resources and practical skill development, which will assist in developing an HSEEP consistent exercise program. This course describes a common approach to exercise program management, design and development, conduct, evaluation, and improvement planning.

The target audience for this training are those involved in planning, program management, design and development, conduct, evaluation, and improvement planning of HSEEP consistent exercises.

Course Objectives
Understand the role of HSEEP in National Preparedness, and how HSEEP exercise principles and methodology support efforts across the whole community to improve our national capacity to build, sustain, and deliver core capabilities.

UWPD Emergency Management is excited to announce the 2026 Universities of Wisconsin Emergency Management Conference. This year’s conference will be held in person over two days in downtown Madison.

The conference theme is Assistance Centers. A wide range of speakers will present over the course of the two-day conference — you’ll hear from engaging speakers covering topics including planning and establishing an assistance center, Critical Incident Response Team, leveraging mental health services, NGO and volunteer group support, and the Abundant Life Christian School Review, to name a few.

The U.S. Secret Service National Threat Assessment Center (NTAC) offers live recurring virtual training events on violence prevention to community safety stakeholders throughout the year. In these trainings, their experts and researchers will present findings from NTAC’s research on targeted violence and discuss strategies for preventing acts of violence in our communities. Enhancing School Safety Using Behavioral Threat Assessment

Description: In this virtual training event, NTAC researchers highlight the key findings and implications from our research on school violence prevention. In this training, you will learn about the background, thinking, and behavior of school attackers and how some schools discovered and stopped plots before violence occurred. This training will provide guidance on how schools may develop or improve existing violence prevention programs utilizing a behavioral threat assessment model.

Intended Audience: School teachers, administrators, counsellors, mental health professionals, school resource officers (SROs), law enforcement officers, and other school safety stakeholders.

Course Description

The Understanding and Planning for School Bomb Incidents, Mobile course is designed to provide emergency first responders and school staff with the skills to plan and respond to school bomb threats and bombing incidents through lectures and exercises. Participants are presented with information necessary to recognize a threat and determine pre- and post-detonation threat response strategies and develop actionable items specific to an individual's school needs.

AWR-330 - WHOLE COMMUNITY EMERGENCY MANAGEMENT PLANNING

Through guided discussions, individual and group activities, the AWR-330 Whole Community Emergency Management Planning Course helps participants identify and better understand the stakeholders and resources within their communities. Students will learn to develop strategies to better incorporate stakeholders into their emergency planning process, with a goal of increasing individual, community, and national resilience to all hazards.

This course is designed for any individual involved in emergency management planning from both public and private agencies. The intended audience for this course includes but is not limited to:

• Emergency Management Personnel
• Governmental administrative representatives (state / county / municipal / tribal)
• Citizen/community volunteers
• Non-Governmental Organizations (NGO)
• Advocacy groups and organizations; and other community stakeholder

G386 - Mass Fatalities Incident Response

This course prepares state and local response personnel and other responsible agencies and professionals to handle mass fatalities effectively and to work with the survivors in an emergency or disaster.

This course covers incident management; mass fatalities; planning before and operations during an incident; establishing the morgue; family assistance support operations; and assistance from the Federal government. The course concludes with a tabletop exercise.
Participants will learn to identify the characteristics of a mass fatality incident and identify the roles and responsibilities of key personnel in the incident. In addition, the instructor will describe the steps required to respond to a mass fatalities incident, including catastrophic numbers of fatalities and contaminated remains, and help participants determine their jurisdiction’s preparedness for a mass fatalities event.

Selection Criteria:

The target audience for this course is local responders who may have responsibility for the recovery, handling, identification, and return of remains following a mass fatalities incident.

Explain how the Family Assistance Center is used to support families and to aid identification of the deceased.
Identify the requirements to ensure that the psychological needs of morgue personnel are addressed.
Recognize the importance of Critical Incident Stress Debriefings for responders at a mass fatalities incident.
Identify the resources that are available during a mass fatalities incident and describe their roles and responsibilities.
Apply the principles of ICS to a simulated incident.
